This image is making the rounds among Democrats on Facebook and through email forwards, but… what does it even mean?

Can anyone explain what this means? i follow politics pretty closely and have no idea what its referencing. who is being kept out of work in the effort to not reelect the president? and how is the GOP commanding such influence by only controlling 1 house of congress for under a year? Democrats had the presidency, house and senate for 2 years with a filibuster proof majority and what they did with that power is the opposition parties fault?… huh?

SERIOUS QUESTION: who are these millions being kept from working by the eeeevil repubs? how is this image not a total lie that plays on the ignorance of those who think repubs are bad no matter what they do or dont do?
